Roadmap For Promulgating A Constitution In Nepal

July 14, 2012: a 'mini Parliament' attended by representatives of all political parties and ethnic groups in Nepal, has recommended a roadmap to promulgate a Constitution by reinstating the Constituent Assembly for a brief period, according to the news posted on zeenews.india.com today. Following the recommendation, the report submitted by the high level State Restructuring Recommendation Commission would be the basis for an agreement among parties on deciding the number, demarcation and naming of the federal units to be incorporated in the new constitution. President of Nepal Sadbhawana Party Rajendra Mahato said, "after political parties reach a consensus on the contentious issues of federal structure, the constitution can be promulgated through reinstatement of the Constituent Assembly for a brief period". Then, Nepali Congress could lead a new national government that would promulgate the constitution after building a consensus on contentious issues, he pointed out. After the promulgation, the Nepali Congress led government could hold an election to the Parliament, he added. If political parties could not build a consensus on name, number and demarcation of federal units as suggested by the State Restructuring Commission then the same would be incorporated in the constitution subject to necessary changes to be made by the new Parliament elected through a fresh election, he pointed out. In case political parties did not agree on it then, only an alternative left was to hold a fresh election to a new Constituent Assembly, he said. "Federal structure based on ethnic identity and constitution with federal structure," is the only way out from the current political stalemate," he pointed out. “I am confident that all the political parties and ethnic groups will follow this roadmap to rescue the country from the current political catastrophe and frame a new constitution,” he said.
