Government’s Proposal for PLA Integration

April 17, 2010: Prime Minister Madhav Nepal has proposed to integrate 3,000 People’s Liberation Army (PLA) into the Nepali Army and provide others with the relief amounts of ranging from Rs 175,000 to Rs 250,000 in the meeting of the Army Integration Special Committee (AISC) saying late NC President Girija Prasad Koirala and Chairman of UCPN-Maoist Prachanda have agreed on this number of PLA integration into the Nepal Army. The top leaders of seven political parties have attended the meeting but the UCPN-Maoist member did not show up.

Speaking to the anchor of the morning program called ‘antar sambad’ of the state-run Radio Nepal on April 17, 2010, the expert in conflict has said that the government’s proposal for PLA integration is only a game proposal and it will not work at all in integrating the army; it will not acceptable to the UCPN-Maoist, so, it will not make any sense; the government has put forward this proposal only to show that the government has done something to integrate the army but the other party has not agreed on it. The expert has said if the government is really serious to the peace process it needs to take up other cases such as return of seized property, relief to the victims of conflict, and the whereabouts of the disappeared people during the conflict; however, the government has done nothing to this end. The expert has also said that the government needs to follow the rule of law for doing the state business correctly.

The UCPN-Maoist leaders have already made it clear that the government’s proposal for integration of only 3,000 PLA is not acceptable to them.

At the same time, Defense Minister of the Madhav government has said that her army will not take the PLA, as they are politically indoctrinated. Can Prime Minister Madhav Nepal discipline his Defense Minister for speaking such irresponsible things?
