Nepal Army Boycotts JMCC Meting

August 26, 2010: the United Nations Mission in Nepal (UNMIN) has called off the meeting of Joint Monitoring and Coordination Committee (JMCC) scheduled to be held today following the decision of Nepal Army (NA) boycotting it. JMCC is set up for the joint monitoring of the Nepal Army and the People’s Liberation Army, and has three members each from the Nepal Army and the People’s Liberation Army. One of the members of the UNMIN presides over it.

One of the agenda of the meeting is the fresh recruitment by the Nepal Army that has requested the JMCC to delete it. However, the UNMIN has refused to delete it citing fresh recruitment both by the Nepal Army and the People’s Liberation Army goes against the Interim Constitution of Nepal of 2007.

Chief of Army Staff Gurung has met with the officiating Prime minister and political leaders of major parties that represent in the Army Integration Special Committee (AISC) except for the leaders of the UCPN-Maoist before announcing the boycott of the meeting called by the JMCC.

Clearly, the political leaders of the major parties such as NC and CPN-UML are for bullying the Interim Constitution of Nepal of 2007 by the Nepal Army, and must have given a green signal to the Nepal Army to go ahead with the fresh recruitment. It is like raising a fierce tiger that might devour them in the future if they are not for taming the carnivorous animal in time.

It is no wonder why the NC and CPN-UML leaders have been deadly against the presence of the UNMIN in Nepal. As long as the UNMIN will be in Nepal these NC and CPN-UML guys will not be able to mutilate the Interim Constitution of Nepal of 2007. So, they want to force the UNMIN out of Nepal.
