President Becomes A Scapegoat

On October 25, 2009, the state-run Radio Nepal in its 7:00 AM morning news has stated that President Dr. Ram Baran Yadav has consulted with a number of legal experts concerning his move on directly writing a letter to the Chief of Army Staff, as the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) leaders have been agreeing on stating the President’s move is unconstitutional, and are willing to discuss it in the legislature in one way or another; the President has said that he has written the letter on the request of the 18-political-party leaders, and has not violated any law and rules and regulations.

The leaders of the United Communist Party of Nepal-Maoist (UCPN-Maoist) have been saying in public that they would launch a non-cooperation movement against the government if the unconstitutional move of the President on directly writing a letter to the Chief of Army Staff were not addressed in the legislature.

However, NC and CPN-UML leaders have not stopped saying the President’s move is constitutional and is not necessary to discuss in the legislature. If it is true that the NC and CPN-UML leaders ware willing to discuss the President’s move in the legislature then the President will be a scapegoat.
