Weak Enforcement Of Right To Information Act

June 20, 2013: Speaking at an interaction event held by Journalism and Mass Communication Central Department MA third year (of Tribhuvan University) yesterday, Secretary to the National Information Commission Shree Ram Panta put emphasis on the need for setting up a separate body at the Office of Prime Minister and at the Council of Ministers for monitoring the implementation of the act regularly, according to the news on ‘gorkhapatraonline.com.

 

One of the drafters of the Right to Information Act Kashi Raj Dahal said not only the need for enforcing the right to information but also for making the provision for the right to information in the constitution is required so that even the state couldn’t violate this right. Dahal also the Chairperson of Administration Sudhar Commission has said that the right to information is a weapon against the corruption. Presenting his working paper on “Right to Information and Good Governance” Dahal said good governance could be established only after the proper implementation of the act.

 

Director General of Information Department Laxmi Bilash Koirala has said that the problem arouses when the people come to ask for the information of their personal interest.

 

Chairperson of Press Council Borna Bahadur Karki claimed that the state always had been afraid of providing information to their citizens.

 

Editor of Nagarik Daily Pratik Pradhan said when the media were unable to write the available information; it was impossible for them to ask for new information.

 

Professor Lal Deusa Rai and Badri Poudel, journalist Babita Basnet and others emphasized that the state should be committed to the effective enforcement of the Right to Information Act. They also said that the concerned bodies should be aware of and committed to providing the public with easy access to information. They urged the state to provide the information of public interest even without the demand of the public. They also urged to form an information department and keep an information officer at every public organizations.

 

Every citizen has the right to information on the issues of public interest except for the information on national security, public peace and international relation, crime investigation, protection of economy, business and monetary or intellectual property, commercial privacy, right to privacy and the information that might create threats between ethic and religious groups, according to the news on ‘gorkhapatraonline.com.
