Debate On A Governance System

On January 26, 2010, the Constituent Assembly (CA) members have continued the debate on the preliminary draft report on the Governance System for the third day.

The UPCPN-Maoist CA members have advocated for a presidential system with all power with the president directly elected by adult franchise whereas Nepali Congress (NC) CA members have preferred a Westminster style parliamentary system with all power with a Prime Minister elected by a parliament and a ceremonial president also elected by a parliament. However, the CPN-UML CA members have been divided into two groups: one supporting the system advocated by the NC CA members, and another group opting for a system of directly electing a Prime Minister.

Nepalis have seen that the parliamentary system advocated by the NC CA members have brought nothing but corruption, as the Prime Minister elected by the parliament is not accountable to the people. Corruption reaches a peak when none of the political parties has a majority in a parliament required for forming a government. Then, every government comes to power with the support of other parties becomes fragile and parliamentarians demand a huge sum of money for their support. So, most of Nepalis do not want to experiment with the parliamentary system anymore.
