HLPM Forms A Task Force

On January 19, 2010, in the first meeting of the High Level Political Mechanism (HLPM) held at the residence of the coordinator of the HLPM Girija Prasad Koirala in Kathmandu, the three top leaders have set up a six-member task force to write a Term of Reference (TOR) for the HLPM. The task force members are Narayan Kaji Shrestha and Dev Gurung of UCPN-Maoist, Krishna Prasad Sitaula and Arjun Narsingh KC of Nepali Congress, and Bharat Mohan Adhikari and Yubaraj Gyawali of CPN-UML. The task force needs to submit the TOR it prepares for the HLPM at the meeting of the top three leaders to be held at 10:00 AM on Friday, January 22, 2010.

The top three leaders have formed the HLPM with the objective of creating an environment conducive to the consensus politics, completing the peace process rationally and promulgating a new constitution in time. However, it is strange that they have set up a task of the second grade political leaders to write the job description of the top three leaders. Their job is to meet the objective they have set. So, they need to start the job right after the setting up of the HLPM but wasting time in setting up a task force for the job they need to do.

Some irrational political leaders have been questioning the legality and constitutionality of the HLPM ignoring the fact that the major three political parties such as UCPN-Maoist, NC and CPN-UML including the Madheshi political parties have the people’s mandate to complete the peace process, and write a new constitution and promulgate it in time.
