September 19, 2011: the parliament has passed the budget for the fiscal year 2011 that has started on July 16, 2011 and ends on July 15, 2012. The parliament has passed an advance budget amounting to the 25% of the total budget for running the administration for three months. Now, the government could use the budget for running the administration for the remaining period of the fiscal year. The collation partners in the government such as the UCPN-Maoist and the UDFM, and the opposition CPN-UML have voted for the budget while the NC has voted against it.
The previous government has submitted the budget to the parliament. The current government has simply followed it in the parliament. The NC lawmakers wanted some changes in the budget but majority of other lawmakers have defeated it.
The current government has continued to include the subsidy of Rs 3 billion on chemical fertilizers. It is the wastage, as it does not benefit the farmers rather benefit to the corrupt ministers and bureaucrats. Madhav Nepal had introduced it and then Jhalanath Khanal followed it. Dr. Baburam Bhattarai has not remove it.
