India Visit of Nepalese Prime Minister

On August 16, 2009, Prime Minister Madhav Nepal has called an all-party meeting to inform them on his visit to India starting on August 18, 2009. He has informed the leaders of all parties that he would give continuity to the water resources, commerce, trade, and border issues to discuss with the Indian leaders. He also said that his current visit is only for strengthening relationship between two countries and would not sign any agreements on the topics of national importance without the consensus of the leaders of all political parties on such topics.
Other leaders particularly the leaders of the six communist parties of Nepal have warned the Prime Minister of not signing any agreements that go against the national interest. The media have been full of stories about the Prime Minister talking about the Pancheswor Project, double tax and commerce issues. So, they urged the Prime Minister not take up any such issues with the Indian leaders.
Some leaders have suggested the Prime Minister to talk with the Indian leaders about the Bhutanese refugees residing in Nepal for almost twenty years. The India-sponsored Bhutanese Government does not want to take back the Bhutanese refugees fearing the possible democratization in Bhutan. Indian leaders want their puppet government to remain in power, as it is easier to deal with the puppets than the democratic leaders who would fight for their national benefits.
Madhav Nepal himself is India-sponsored Nepalese Prime Minister. So, nobody would expect that he would dare to take up the Bhutanese refugee issues. Without the nod of the Indian leaders the Bhutanese puppet government would not take back the refugees. Indians have been even stopping the refugees to enter the Indian Territory fearing they would enter Bhutan.
