Learning From Former Prime Ministers And Chief Secretaries

September 8, 2011: Prime Minister Dr. Baburam Bhattarai has invited former prime ministers and former chief secretaries to his office yesterday for getting their experiences in running the administration. Unfortunately one of the most crooked former prime ministers Madhav Nepal missed the chance of sharing his experiences with Dr. Bhattarai in getting into the office of prime minister despite being despised by the people, as he is currently in the Japan visit. Other prime ministers such as Surya B. Thapa, Sher B. Deuba and Lokendra Chanda have been not less smart in corrupting the administration.

Surya B. Thapa must have shared his experiences with Dr. Bhattarai in rigging the referendum held in 1980 on choosing between the multiparty system and the improved Panchayat system; he also must have shared the experiences in how he had exploited the forest to fund the scheme for bringing the results of the referendum in the favor of the improved Panchayat system. Mr. Thapa would have been in a jail if he was somewhere in the nation where the rule of law prevailed. Unfortunately, even Dr. Bhattarai has courted such a dirty politician to get his experiences in running administration.

Sher B. Deuba must have shared his experiences in dissolving the elected parliament and recommending the then king for postponing the general elections and finally how he got labeled as the most incompetent prime minister by the king in 2002.

Jhalanath Khanal must have shared his experiences with Dr. Bhattarai in how to remain in the office doing nothing for six months.

Dr. Bhattarai: if you are sincere you don’t need to get the experiences of such politicians including Jhalanath Khanal to run the administration; do it following the rule of law you will be a successful prime minister otherwise you will be one of the crooked prime ministers in the history of Nepal.

Dr. Bhattari has courted the former chief secretaries, too for their experiences in running the administration. One of them is Tirtha Man Shakya. The news on the ‘Gorkhapatra’ of September 7, 2011 has it that Tirtha Man Shakya as a chief secretary had recommend him as the best civil staff of the year for an award. So, Dr. Bhattarai: you must have learned how to declare you the most sincere prime minister.

Dr. Bhattarai is wasting his precious time on such rubbish things sidelining the most important things he has to do following the deal his party has reached with the Madheshi leaders.

‘Gorkhapatra’ today has quoted Minister for Communication And Information Jayapraksh Prasad Gupta that so many days have been passed since the formation of cabinet, but so many work such as proposals for appointing persons to the vacant positions at the diplomatic missions and at the constitutional bodies, to polish important bills and then table at the parliament the Madheshi parties and the UCPN-Maoist have agreed on doing during 15 days of the first the three months have not been done due to not calling a cabinet meeting.

Dr. Bhattarai has lavishly spent his time on sitting with the corrupt former ministers and chief secretaries but he has not spent even a minute on calling a cabinet meeting. Is this work the reflection of sincere prime minister?
