Majority Rules In Passing Polices And Programs For FY 2011

July 8, 2011: every political leader says building a consensus on running the government and on other hot topics such as completing the peace process and the writing of a new constitution is necessary but yesterday the legislature-parliament has passed the polices and programs of the government for the fiscal year 2011 (2068) by the majority votes of UCPN-Maoist, CPN-UML, MPRF-Nepal and Nepal Sadbhavana party-Sarita Giri lawmakers even though other political parties led by the NC have registered more than 90 amendments to the polices and programs.
NC Parliamentary party leader Ram Chandra Poudel has refused to take back the amendment proposal registered at the parliament. So, Speaker Subash Nemwang put it to vote and the majority votes rejected it. So, the coalition of two major parties such as UCPN-Maoist and CPN-UML, and small parties such as MPRF-Nepal and Nepal Sadbhavana party has bullied the NC led coalition opposition in the parliament.
Completing the peace process and the writing of a new constitution, the coalition of two-thirds majority is required. So, the government needs to work to this end rather than attempting on building a consensus on these nationally important matters, as building a consensus on these matters has been next to impossible.
The president has read out the policies and programs of the government for the FY 2011 (2068) on July 3, 2011. Then, lawmakers have discussed the pros and cons of the policies and programs for three days. Then, on July 7, 2011, the parliament has passed the policies and programs for FY 2011 (2068) by the majority votes.
