Policies and Programs of Government Passed, Budget on Friday

On Sunday, September 14, 2008, the Constituent Assembly (CA) passed by the majority voice votes the policies and programs the President presented to the CA on behalf of the Government of Nepal on September 10, 2008.
After the President read out the policies and programs of the government, the Speaker had set the September 11 for registering any amendment proposals at the CA office and September 12, 13, and 14 for discussing at the CA session the policies and programs and the amendment proposals and then for the Prime Minister to reply to the questions and then make decisions on them on September 14, 2008.
On September 11, 2008, the opposition parties registered 17 proposals to amend the policies and programs.
On September 14, 2008, while replying to the questions of the members at the CA session, the Prime Ministers appreciated their positive comments and assured them of implementing the policies and programs with full seriousness for the fast economic development.
Then the Speaker gave an opportunity to each CA members that had registered a proposal at the CA office to take back his/her amendment proposal. Out of the 17 proposals for amending the policies and programs, two CA members took back their proposals for amendments, the remaining 15 proposals were rejected by the majority votes.
In courses of putting the amendment proposals to the voice votes, the Speaker sounded like a mechanical device that is rewound and replayed repeatedly, as he read out the same text for 15 times changing only the names of the CA members that had registered the amendment proposals.
Most of the CA members that had registered the amendment proposals were there by virtue of the provision made for the proportional representation in the CA in the Interim Constitution of Nepal of 2007 otherwise only a few of them would be on the CA. So, they failed to behave seriously and spoke in the languages of their choice. Because of the lack of good familiarity of the languages some CA members spoke in, some Nepalis have difficulty in understanding what they were saying to the CA members and to the Nepalese people in general watching the live airing of the proceedings of the CA. Most of them spoke with no or a little consideration for the concerns of the people in general. They behaved like political comedians that failed to amuse the audience. Most of their proposals did not receive more than four voice votes.
After completing the voting on the amendment proposals, the Speaker put polices and programs to voice voting. The majority votes passed the policies and programs. Then the Speaker declared that polices and programs of the Government of Nepal was passed by the majority votes.
Before closing the CA session for that day, the Speaker read out the letter received from the Ministry of Finance stating that Finance Minister Dr. Baburam Bhattarai would present the annual budget for the fiscal year 2008 to the CA legislature at 4:00 PM on Friday, September 19, 2008, and requested all CA members to be present at the CA hall at 3:45 PM on Friday, September 19, 2008, and the CA would sit on that day for the business.
