Possibility Of Promulgating A New Constitution

April 2, 2012: Speaking at a press conference held by the Udayapur chapter of Nepal Press Union (NPU) in Udayapur yesterday, President of NC Sushil Koirala has said that the political parties have agreed on the ‘give-and-take’ negotiation paving the way for the amicable solution to the contentious issues concerning the peace process and the constitution writing, and has shown confidence in completing a new constitution by the deadline of May 27, 2012, as the undecided issues of state restructuring, federal system, election system and judiciary structure would be resolved following the ‘give-and-take’ negotiation, ‘The Rising Nepal’ of today writes.

President of NC Koirala also has said that the UCPN-Maoist leaders have agreed to follow the seven-point deal; so the peace process would move forward and the constitution writing would follow it. However, he has precluded any possibility of forming ‘one-Madhesh one-Province’; so, the Madheshi leaders should stop demanding it instead should engage in playing a creative role in institutionalizing the democratic system in the country.

Speaking at the opening function of a three-day-Jiri Festival in the Dolakha district, Minister for Finance Barshaman Pun yesterday has said that the army integration process would be completed by April 12, 2012 paving the way for promulgating a new constitution within the deadline, as the constitution writing would move ahead after completing the combatant-integration process.

The Army Integration Special Committee (AISC) yesterday has formally initiated debate on the report prepared by the AISC secretariat on the procedure, method and standards for integrating the Maoist combatants into the Nepal Army; members of the AISC representing the NC and the CPN-UML also have been optimistic about completing the peace process by April 12, 2012, ‘The Rising Nepal’ of today writes.

Speaking to the delegation of Reporters Club at his office today, Vice president Paramananda Jha has said that promulgation of a new constitution before or on May 27, 2012 has been impossible; so, political leaders would be wise to start looking for the alternatives considering the situation that would follow May 27 according to the news posted on nepalnews.com. Vice-president Jha also said, "The President cannot be active on his own. He can be active only when other organs of the state start acting in that direction."

In a press note issued by his personal secretariat, Prime Minister Baburam Bhattarai has today accused the CPN-UML of standing in the way of the peace process not agreeing on the issues of the army integration that have been already agreed upon. “The PM is committed to conclude to peace process as soon as possible, but the army integration Special Committee has not been able to move forward due to unnecessary stance of UML representatives in the committee," PM's personal aide Bishwodeep Pandey said in a press note according to the news on nepalnews.com.

A group of Constituent Assembly (CA) members has staged a sit-in blocking the entrance to the meeting hall of the Constitution Committee (CC) at Singha Durbar today morning demanding to start serious debate on promulgating a new constitution by May 27, 2012 while a CC is holding a meeting according to the news posted on nepalnews.com. The staging sit-in CA members have allowed the CC members to go in to attend the meeting but stopped them from coming out of the meeting hall early forcing them to continue the debate on the report prepared by the State Restructuring Commission (SRC). The CC is for preparing a final draft of new constitution. The CA has forwarded the SRC report to the CC for further discussion after a general debate on it.

Demanding the proposed federalism be scrapped and an election at the local bodies be held as soon as possible, the Rastriya Janamorcha Party has enforced the shutdown of the regular business in Chitwan and in Nepalgunj areas according to the news posted on nepalnews.com and Theimalayantimes.com. The Rastriya Janamorcha Party is one of the smallest political parties that have representation in the parliament.
