Struggle Between Democratic And Undemocratic Forces
By KTM Metro Reporter in Kathmandu
The struggle between the democratic forces and undemocratic forces have been going on since the so-called democratic leaders of the Nepali Congress (NC) have forced other leaders to agree on a majority rule rather than on the consensus politics they have agreed on the 12-point understanding reached between the seven-party alliance and the Maoists on November 22, 2005.
The NC did not participate in the coalition of all parties representing in the Constituent Assembly, and has remained out of the government not following the consensus politics, and has been playing a dirty political game to grab the power using all sorts of dirty political maneuvers at its disposal. The NC legislators have hold the legislature hostage for a number of days for forcing the Maoist led coalition government to meet their demands, and the legislators of the Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) have held the legislature hostage for 57 days. Similarly, the Madheshi legislators have also held the legislature hostage for quite a number of days. Currently, the Maoists legislators have been holding the legislature hostage demanding to discuss the unconstitutional move of the President on directly writing a letter to the army chief.
The leaders of three major political parties such as UCPN-Maoist, NC and CPN-UML have been engaged in talking to each other for resolving the deadlock but everybody sticking to their stand in other words not ready to compromise on a certain meeting point. The UCPN-Maoist leaders want to correct the unconstitutional move of the President whereas the NC and CPN-UML are not accepting it believing it a move to save the democracy.
Some political leaders and the ministers have been trumpeting that the government will come to standstill if the Maoist legislators do not let the legislature to pass the budget for the fiscal year 2009 but the Prime Minister and some other stakeholders have been taking it easy. They have surely been pushing the country to extreme political situation so that they can impose a presidential rule and then rule the country by their will.
The Speaker of the legislature has said that no where in the world the legislature has not passed the budget but it has been happening in the country clearly indicating this man has not read news in the past if he has he would know that the US Congress has not passed the budget for several days during the rule of Bill Clinton in 1990s. So, it is not only happening in Nepal but also in other country, too.
Leaders of the 18 political parties including the President represent the undemocratic forces, as the President abused the Interim Constitution of Nepal of 2007 on the urge of the leaders of the 18 political parties. Then, they do not discuss it in the legislature committing another undemocratic mistake.
The Maoists have been asking those undemocratic forces to simply discuss the unconstitutional move of the President on directly writing a letter to the army chief on May 4, 2009. Why these guys always claiming for saving the democracy committing unpardonable undemocratic mistakes not discussing it in the legislature if they believe the legislature is the supreme institution and nobody is above it? Not discussing it in the legislature means making the mockery of the legislature.
