The Government and the Opposition in a showdown

On August 6, 2009, the so-called 22-party meeting called by Prime Minister Madhav Nepal has decided not to meet the demand of the leaders of the United Communist Party of Nepal-Maoist (UCPN-Maoist) for discussing the unconstitutional move of the ceremonial President on directly writing a letter to the Army Chief and ordering him to stay on in the job against the decision of the elected Prime Minister on firing him from the job. In a showdown, the leaders of 22-party have agreed to mobilize the security forces to face the peaceful movement said to be launched by the leaders of the UCPN-Maoist starting off on Friday, August 7, 2009. However, the leaders of the 22-party have failed in formulating their strategy of coping with the UCPN-Maoist members of the legislature-parliament going to hold it hostage. They have only attempted to put blame on the UCPN-Maoist leaders for not writing a new constitution on time. Concerning the writing of a new constitution, the Constituent Assembly is responsible for it; so, the UCPN-Maoist members are not going to hold the Constituent Assembly hostage.
The UCPN-Maoist leaders have been asking the leaders of the 22-party the reasons for not accepting their special proposal for discussing the unconstitutional move of the ceremonial President in the legislature-parliament; they also have questioned the leaders who have been saying the President move is constitutional that the President has taken following which article of the Interim Constitution of Nepal of 2007 if the President’s move they think is constitutional. Obviously, none of the leaders of the 22-parties has any answer to this question, too.
The UCPN-Maoist leaders also have said if the leaders of the 22-party have claimed to be democratic what has prevented them to discussing such an important topic of the President violating the constitution. The leaders of the 22-party have no answer to this question, too.
As a result, both the government and the opposition have been preparing for a head-on collision in a showdown. The winner will be one who will be supported by the people as has been in the past.
