November 23, 2010: with the discontinuation of the parliamentary session, the election to a new Prime Minister is also come to a halt thanks to the officiating Prime Minister Madhav Nepal supported by the leaders of NC and CPN-UML that have not shown any love to the country but to the power at any cost to the nation. As such, Madhav Nepal can continue as a Prime Minister as long as the parliament is in recess. Madhav Nepal needs to make recommendations to the President to convene the session of the parliament again. Madhav Nepal’s interest is in delaying the session as long as possible to continue to stay on in the office.
After putting the parliament in recess on Saturday, officiating Prime Minister Madhav Nepal has left Kathmandu for Russia on Sunday, November 21 to attend the conference on ‘Save Tigers’ to be held in St Petersburg from November 23-24. The most appropriate persons to attend such a conference are the personnel from the Department of Livestock and Forest not the Prime Minister but he is taking this opportunity to travel to the Russian city rather than doing anything to save the endangered animals. So, Madhav Nepal is relaxed and has a nice trip to Russia after ending the parliamentary session for extending his term of office indefinitely.
At the same time, politicians and the so-called constitutional experts have started the controversy over the validity of the candidacy of the NC parliamentary leader Ram Chandra Poudel for running the office of Prime Minister after the parliament has gone in recess. Ram Chandra Poudel himself has said that his candidacy stands even after the discontinuation of the parliament making the use of the Interim Constitution of Nepal of 2007 that has said nothing about it. Leaders of UCPN-Maoist have said that the candidacy of Ram Chandra Poudel becomes null and void after the closure of the parliamentary session.
Chief Whip of CPN-UML Bhim Prasad Archarya has said that any topics submitted to the parliamentary session for discussion do not stand valid for the next one after the discontinuation of the session, so a new process is necessary to start the election to a new Prime Minister in the next parliamentary session, he has also said that no topics of discussion have been carried forward to the next parliamentary session in the history of parliamentary democracy in Nepal, the parliament needs to follow this precedent as the regulations are silent on this matter, myrepublica.com writes quoting Mr. Acharya.
