US Senator Urges Nepal Army To End Impunity

On December 17, 2009, speaking at the US Senate, Senator Patrick Leahy has urged the Nepal Army to turn over Major Niranjan Basnet indicted for killing of a minor Maina Sunwar to the civilian court, and take this opportunity to show its members are accountable to the Civilian Courts, and it will not continue the impunity it has enjoyed undermining the rule of law in Nepal for such a long time.
Senator Patrick Leahy has drawn the attention of the US Senate to the Consolidated Appropriations Act of 2010 US President Barak Obama has signed into law a few days ago, that prohibits to give assistance to the army that violates the internationally recognized human rights and stop assistance to the Nepal Army until it cooperates on prosecuting Major Basnet for killing a minor.
